On a similar note, I experienced something pretty similar at a tournament as well. I got knocked out of the intermediate main in San Antonio where re-buys were available, and noticed that the re-buy match pairings were just whichever two losing players bought back in succession.
The guy in front of me in the re-buy line was someone I'd played in the Jackpot earlier, as well as knew as a pretty well-rated intermediate from GridGammon. I bought back in without giving it much thought, played him and (deservedly) lost.
Later that night, I realized that if I were smarter, I'd have milled around and waited for a fishier opponent. Given that the ratings range of folks playing intermediate is probably 1400-1700, I likely would've been better off waiting, rather than playing a re-buy consisting of two ~1600 players.
I don't think there's much that could be done about this b/c the matches would go to 2am if a random draw were in place. Additionally, the rules stated that an odd-player out would miss out on a re-buy opportunity, so the current set up induces you to re-buy ASAP.
