I would have played 16/14 10/7 as well.

I think the problem is that (1) it is difficult to cover the blot on 2 thereafter, and 2 that the play relies on the defensive strength of the prime after a hit, in particular after a hit with a 2, but White will often counterprime and in a prime vs prime contest White's chances are pretty good (more timing). 7/2 cleans up nicely if missed, and if hit, Blue's return hits will carry a bigger punch.

Interesting problem!
