The number 624 refers to original 32-bit numbers generated internally by the algorithm. These numbers are then translated by the implementation to 1-6 or 1-36 depending on how it's done, so each dice we get can actually be one of 715827883, or 119304647 internal numbers (if I'm counting correctly), so it would take much more than 624 rolls to be able to reproduce the internal state.
Still, it doesn't make much of a difference.
Remember we are not comparing to a perfectly fair, random situation. We're comparing to using plastic dice, which can be replaced with loaded dice, manipulated and so on.
Whould I agree use the dice app against a known cheater that has at his disposal a supercomputer and a team of skilled developers? Probably not.
Whould I agree to use it against anyone I might meet in any tournament or chouette I'm attending? Sure, why not.
