For your original position, you speculated that it is because White's 7pt is slotted that Black is compelled to hit on his 12pt (instead of anchoring on the 23pt) with the fourth ace. Your speculation is nicely borne out by the rollout of your variant position (copied above), in which White's 7pt blot is moved to her 8pt (and Blue should switch to anchoring). It is an instructive contrast.
On the other hand, White's 7pt blot is not the only factor that motivates Blue to hit on his 12pt instead of anchoring (not that you suggested otherwise). Consider my two offshoot variants below (side-by-side if your window is wide). White's blot is still on her 8pt (as in your pro-anchor variant), but Blue no longer has exactly TWO checkers on his midpoint (the situtation for which 13/12* leaves comparatively one more blot). In the first variant below he has ONE and in the second variant THREE. In both cases, Blue should switch back to hitting on the 12pt rather than anchoring.
