I suppose the source of confusion could be phrased as "why is the result for 2 bullets different to the average result for 1 and 3 bullets"?
Thing is we are not looking at a linear relationship here as in 2 is the average of 1 and 3.
It might help if we stretch it out to a problem with choices (a) 3 bullets or (b) 1 or 5 bullets [at first glance (a) might look like the average of (b) once more]...

(a) 3 bullets 3/6 squared
(b1) 1 bullet, 5/6 squared
(b2) 5 bullets, 1/6 squared
b average = 13/36, much better than (a) 9/36
