Any switch play focuses only on going forward. A play like 13/5(2) focuses only on priming.

I'd try 13/9 13/1*. If he hits back, we might enter on 2, and then escape to keep timing for prime v prime. If he enters on two, we might win prime v prime albeit worse timing and structure. If he dances, we might succeed by going forward. All those scenarios are long shots, but everything is a long shot to us in this awkward position, and this play gives us best combined chances, I think.
