I don't see how that definition agrees with your idea of up to 26. It uses a vague definition of young person. If instead you are talking about the second part then it includes everyone since everyone has parents.
I googled "kid's tournament" and looked at the first results that I saw. This is not a cherrypicked list. I looked at several more and could not find any where kid ever meant beyond 18.
