Yes, and yes. And one can certainly also believe that the game rate does go up substantially. But it would surely be a whole lot less interesting/entertaining with no consulting, and an awful lot less educative for weaker players?
True, insults can and sometimes do get thrown by the usual suspects, and some people must have their way. But, allowing consulting does tend to expose each players true colours and character, which is no bad thing. (I accept, however that this can have quite a downside.)
