The database is more accurate. As far as EPC is concerned, it is perfect.
The one-sided rollout uses simple heuristics to move the checkers. There is no neural net to evaluate one-sided play. It is not surprising it does worse than the database. On the other hand, both EPCs will be overestimated and the errors will partially offset each other.
With today's machines, computing the largest supported one-sided database should take a matter of hours. For positions with checkers further away like the one in you initial post the one-sided rollout is the only tool available (although, if each player has 3 checkers or less remaining, the hyperbackgammon databases could be useful).
I suppose the play heuristics for the rollout could be improved. For instance, if the current ones were fine 10 years ago, the same with 1-ply lookahead should be adequately fast today and more accurate.
