To return to your original question, I'm not aware of any earlier metrics for cube action that O'Hagan's Law displaced. This is the great value of his metric. While PRaT provides a worthwhile framework for assessing cube action, particularly for players without a huge amount of experience under their belt, O'Hagan's Law offers a more quantitative metric that can act as a starting place for cube decisions, particularly in volatile positions where the next roll really matters.

Clearly, O'Hagan's Law can't be applied uncritically, as has been noted -- but learning how to temper the 25% net benchmark with an understanding how the other 75% of the games look is part of becoming a perceptive assessor of bg positions.

I think it might be reasonable to credit O'Hagan's Law with providing a way for the player on roll to slow down and deploy a doubling tool with some analytical structure rather than playing on impression / emotion/ momentum or 'gut.'
