I quote the opening statement of the Standards of Ethical Practice, Section 1. FAIR PLAY.
Considering the undoubted fact that it is certainly possible to produce unfair rolls - even after seemingly shaking the dice - and that, even when this might not actually be the case, it may be reasonable to suspect that it may have occurred, how can anything other than Baffle Box Preference satisfy this statement?
If both players are perfectly happy to proceed without a baffle box, I believe it is best to allow this (though I understand why a TD may feel that it might potentially make their job simpler if one is used). Otherwise, if one is available and either player wishes it to be used by both players, it should be used. The argument, for example, that a player should not be 'punished' for the irregularities of others is nonsense. This is tournament bg, not chouette, heads up or private match play. Do what you want in those circumstances. But, at a tournament, we should be prepared to use a dice randomiser if asked. Receiving properly randomised rolls is not a punishment; it is a gift.
