rule does not fix distraction issue

A player shouldn't wait until being on turn to think. In this particular case the picture could be taken before the cube is offered and opponent is the thinking equally intensely about the take before and after it is offered.

Also, is this inconsistent with video usually being allowed which is constantly taking pictures?
