Taking a picture is an active act rather than a passive act, so it is not analogous with videotaping. What it is analogous with is a player transcribing their match by hand, and for that we don't require the transcribing player to wait until their clock is running to pick up the pen. However, the distraction of picture taking seems greater than the distraction of writing. This will be given further consideration. It is also worth noting that for consistency, just as taking pictures - an active act - is not allowed without using a clock in a Clocks Preference event, perhaps active transcription should not be allowed either.
