I do not know what the current USBGF rules say, as they have shortened the basic rules and have other explanations which I have not read, but I can tell you that prior to this latest writing, it is illegal to check positions, look up take points, or even discuss plays or cube action with anyone during a match, even during a time out or break. And it is considered illegal all over the world to my knowledge.

The rules are not very well written however, as we all know that it is common, after a game, for players to discuss moves or cube action with spectators. It is common to go on a dinner break and bring up a picture of a position and discuss it. And while we all know it is wrong to look up take points and match equities, how can we stop or police someone during a break?

But the simple answer to your question is that it is and has always been illegal to do these things and even where it is not expressly stated, it is considered at the very least poor sportsmanship and possibly cheating by most.

So don't do it.
