To understand the term "valid claim", you really need to look at the rule that deals with the general case of the ending of the game, rather than the oddity of a clock expiration. It seems quite clear in this context that it is referring to a gin position. The only question left open is what does "gin" mean.

COMPLETION

All moves, games, and matches must be played to completion unless ended either by the pass of a valid double, by the expiration of a player’s game clock reserve time, or in non-contact positions by the resignation or valid claim of a single game, gammon, or backgammon.
