I think the appropriate rule for backgammon would be that a match is over as soon as the winner throws his final roll. At that point, everyone knows the result. Most of the time players don't bother bearing off anyway -- they just stop the clock, write the score, and go onto the next game.
So in the main rules, I would say:
"A player loses on time if his reserve time expires before the match is over."
And then have the Ruling Guide specify:
"A match is over the instant the winner throws his final roll."
