I think you may be referring to San Antonio rather than Novi. Regardless, this worked extremely well. This was the basis for the new USBGF rule that states that if nothing else is posted, the default start time for any match is 10 minutes after both preceding matches are finished.

The two problems that remain are:

1) players who wander off after finishing a match and don't report the result. Under the new rule, players who do this are under the risk that their completed match result might be recorded without their having reported (e.g. reported by the loser, or by a staff member or spectator that was watching) and could return to report and find they already have earned penalty points. But it is still a potential problem.

2) The bigger problem is for matches in side events that take lower priority to the main event. In this case, both matches may be ready to go, but one of the players has a while for their next main event match and is nowhere to be found. In fact, both players may be MIA and not even looking to play their side event match that is holding up the bracket. And the staff doesn't have any easy way to know that both players in some side event are available.

Software is the answer. One of these days.
