I would say that under the letter of the final proposed USBGF rules as recommended by the USBGF Rules Committee following public comment (but not yet published since it is still under review), the opponent must require the cube-touching player to double. The reasons are:
1) The player touching the cube is obligated to double.
2) If the player doesn't follow through with the required double, the opponent is obligated to point out the rule violation and require correction.
However, I think it would be reasonable for the opponent to give the player a warning and not hold them to it the first time - just as the director is likely to do if called over and the opponent is OK with allowing the player to retract the double. What the opponent can't do under any circumstances is to remain silent. They must point out the infraction.
