Clocks: Obligation, Extortion, Neutral, Option

Since picture taking is now dependent on clock status it should be put up front:

Clocks Obligation - Players are mandated to use clocks. Pictures only on your own time.

Clocks Extortion - Players can mutually choose to not use a clock BUT IF THEY DO taking pictures of positions is forbidden under some kind of penalty.

Clocks Neutral - Meh. Just roll for it. But take all the pictures you like.

Clocks Option - Only if both agree, but take all the pics you like regardless.

vs

Clocks Mandatory - Use clocks. Clocks Preferred - If one person wants, use a clock. Clocks Optional - If both agree, use a clock.

Not an improvement nor a simplification of the previous ruleset in my mind.
