Joe, my observations and experience in Monaco indicate the most common usage in Europe is not just pausing and restarting the clock. It is resetting the delay on each occurrence of cocked dice. If you and I are playing and I cock my dice by putting them on your checkers I retrieve the dice, hit my clock, and then hit your clock, to start my delay anew. This is a huge difference for which I do not understand the justification.
You are otherwise correct, other federations have also addressed the identical disparate time concept for those rolling in their home boards. They have addressed it differently than we did. I don't recall us being consulted with their change so I don't feel it fair that we get blasted for changing our rule differently without their input.
I think there is doubtlessly common ground to be found. Certainly, for whatever reason, many do not like the die on a checker rule -- though, as you point out it is certainly not unprecedented. I think it is less dramatic than the delay reset rule -- which requires many more actions that might be distracting, annoying, and/or otherwise disruptive (like if someone screws up the clock, or knocks something over, etc.); actually adds time to the game; and provides an easy method for people to game the system (by purposely cocking the dice to gain more time).
Again, hopefully, we can at some time achieve a common international rule set.
