Talking while thinking, is it ok?

This is not obvious to me.

It is generally considered OK to put your fingers on the board for reference when counting in your own time, but not in your opponent's. I have also often heard it considered OK to take pictures of positions in your own time, but not in your opponent's.

To me, this case is pretty similar, so I found it reasonable to believe it might make a difference whose time it is.
