I have to agree w/ bill on this

If the original statement read "81% of the USBGF members who actually voted, voted to pass....."that would have been both accurate and unambiguous. Semantics aside I think you have a bigger problem when only 154 people out of 1000+ voted, and no I'm not a USBGF member.
