Why does low voter participation indicate a problem? In publicly traded companies, studies have found that about only 13% of all shareholders actually cast votes, even via proxy. Does that indicate a problem? We get around the same participation in Board of Directors elections as here. And we get about half that in votes on by-laws revisions. Seems to me that membership count is the best market test for satisfaction with this organization. Most people are perfectly happy to go with the flow on matters of governance.
