Even on the topic of having standardized rules you can't get everyone to agree. There are those who feel that there is value to having a single, standard set of rules that are used everywhere; standards and consistency is a good thing, after all. And then there are those who like the idea of rules being different everywhere; letting good ideas emerge from experimentation and free markets is a good thing, after all.
If the rules are different everywhere, then I think it is appropriate to vote with your feet. You are not going to attend every single tournament, so all things equal, you can reasonably choose to go to the ones that have rules more to your liking. However, if the rules are standardized, then while you get all the benefits that standards bring, you no longer get to choose tournaments by voting with your feet - because if there is some standard rule you don't like, then you either have to boycott every tournament, or attend some in spite of the rule. Sure, someone can be a martyr and walk away from tournament backgammon entirely just to make a point, but that probably doesn't help them to fully enjoy the game they love, and it certainly doesn't help the game either.
