Did you read the two pages that we wrote to explain the rationale for this one sentence? Is the nearly identical European rule that this was based on and that nobody has complained about similarly misguided?

The good thing that I see is that with a 3 page rule set instead of 20+, people are actually reading the rules and understanding them.
