Women and men tournament brackets; meet in finals

Think of a 128 person tournament like tennis, were you get paid more the further to progress. What if they intentionally lumped the top 4 players all in the same section of the bracket, where they played each other in the first two rounds. Would you say that it's fair because they're all at pretty much the same skill level? The fairest way...that I can see is to have it seeded (if there's a fair way to assign seeds) or random.
