What I mean is that XG tells you to pass when it is below 21.5 and tells you to take when it is above 21.5, therefore, XG, for that type of position and race, has determined that 21.5 is the live cube take point.

If I have a checker on my 6 point and my opponent has a checker on his ace point and I double, XG says it doesn't matter whether I take or pass, and it also shows that the taker's chances are 25 percent. This is proof that XG "is using" 25% as the take point for that position.
