The reasoning is the opponent has two men on the bar and is heavily favored not to enter on his upcoming turn. When he fails to enter what do we want to do? Attack! Therefore it is better to keep the checkers spread across two different points giving us two different numbers to attack rather than make the bar/prime.
That answer works off the idea that you were making the prime, if your question was why play 7/6 instead of 18/17 or 14/13 though that's a different answer. It's natural to put a spare on the 6pt in so many positions it has become second nature for us mere mortals. Here it may be best to leave it diversifying our numbers a shade but that's hard to computer over the board.
