The current guidance who can vote was not entirely clear and many aspects could be interpreted quite differently. In this situation, the Executive Panel had to decide how to proceed. After 4 weeks of discussions and voting, we came up with what I would call a compromised list. Okay, we have learned a lesson here. To avoid a similar situation next time, guidance should be clarified.

If you look at the list, you will see that many federations are already represented. I hope this helps.
