Another ruling situation and questions

The position in Chicago was similar. Blue rolled 51 and played 7/1 and hit his clock and then picked up the checker he intended to pick and pass.

Of course, the ruling was against him and the checker wasn't allowed to be hit.

My question is...

"What if he'd tapped the checker on his 2 pt (a common hitting motion) before playing to the ace pt and then hit the clock and then picked up the supposed hit checker? Should tapping that checker which, to me, shows intent to hit, have changed the ruling?
