Opening roll history

The story goes that in the pre-bot era 10,8 was considered the best play of an opening 53 until Jason Lester discovered that 3,3 is better. (Actually Jacoby and Crawford appear to have been the first to recommend 3,3.)
But 21,8 is much better than 10,8 although not as good as 3,3. My question is: did no one even consider 21,8 in the pre-bot era? Magriel does not mention it.
