Ruling questions from Cyprus

Player A offers the cube and hits the clock.

Player B thinks, takes the cube and puts it on his side of the board, in the end compartment next to the bearoff tray where you would normally put the cube if you take it. He says nothing. He thinks for a while, puts the cube back in the middle, says pass, and then hits the clock.

Player A says he took when he put the cube in the tray on his side of the board. Player B says nothing counts until he hits the clock.

What is the proper ruling?

Would it make a difference if he said "I take" and then changed his mind and hit the clock?

Second problem, same players. Player A offers the cube. While player B is thinking about whether to take or pass, Player A gets up and walks around, pacing back and forth. Player B calls the director and says that is distracting and the player should be required to sit quietly and still in his chair.

What is the proper ruling?
