I'm not sure how narrow your criteria are. I guess you mean a position similar to the one you posted (otherwise it would be too easy). Above is an example with a similar pipcount.
If yes, can this position be reached by playing best moves?
Certainly. I used to retrofit (from the opening position, cube position and match score taken into account) much less plausible-seeming situations than this, when I had more time on my hands. :)
