extremely rude player at LA open

I heard about an extremely rude player in the intermediate division secondhand so someone else would be better to give details. My question and comment are:

At what point should a player just be kicked out of the tournament?

Also, even if you can handle it yourself it is good to notify the TD of such behavior in case it happens again so that a record of it is known.
