Understanding Gnubg MWC

I'm going through Stick's article on GammonVillage that analyzes game 1 of the Pittsburgh Open finals.

The moves are posted in MWC, with which I am unfamiliar as I usually use EMG.

On the first page, I noticed that one move was flagged as Bad at -0.079% MWC error and another move was flagged as only Doubtful at -0.145% MWC error.

I do not understand why the Doubtful move has almost twice the MWC error as the Bad move. If I had to guess I'd suppose the Doubtful/Bad/Very Bad designation is based on the underlying EMG but does anybody know for sure what is going on here?
