I think the duplication factors are rather negligible all things considered. As I see it, when blue doesn't escape and needs to clear an outfield point, the 11 point is really the one he will want to clear first. And the 8 point will be of continued value if blue can hit a white blot at some point, or for less shot risk clearing additional points later. If you are resigned to leaving a single direct shot right now, 13/9 accomplishes those longer term goals in the process. (Of course, if 8/6 turns out to be better, I'm sure I can create an equally convincing argument in its favor).
