A game can be both high in skill and also luck. Consider luckgammon. The rules are you play a nine point backgammon match. Afterwards you flip a coin. If it lands heads then the winner of the backgammon match wins the luckgammon match. If tails is flipped then a further coin flip is done to decide the winner. The optimal strategy in luckgammon is exactly the same as in backgammon and that is not trivial to figure out (such as tictactoe or Lucktictactoee) so to me it requires the same level of skill. It just has more luck.
