Seems to me that "grass roots" development requires more proximity to the ground. Do you also have a problem with the US Chess Federation? Why have you not condemned the Danish Baxkgammon Federation as "too parochial"? Sometimes local organization is more responsive to local needs. A world body would be great once there are local bodies in place to coordinate.
