Maybe I was not clear, I know most sites use the same ratings system. My point is that depending upon how much you play on a site and the level of competition on the site your rating can be considerably different using the same system. If all of your "sanctioned" play was consolidated in one place then you would have a more accurate true rating. Also, if you entered an event on a site/group you had not played on before you could be placed at the appropriate level based on your federation rating rather than start at the bottom or get an "assumed" rating.
I would not expect an open level player and an intermediate level player with the same win loss record to have the same rating. But, as I understand it, the ratings systems are designed to take into account the relative ratings of the players when recalculating ratings based on win/losses.
As I understand it Chess uses --with the exception of some age groups -- a single ratings system for all players. Your "divisions" are then based on ranges of ratings. The biggest problem is how do you come up with the initial rating, I am not sure of the answer to that but there must be some system as other groups have established ratings systems.
