There are quite a lot of ways for Blue to get off in 4 rolls without rolling doubles. On the other hand, White will often fail to get off in 4 rolls even if he rolls doubles once. Thus I believe it is a redouble. The take I'm less sure about. My guess is that it's a take, partly because White seems to have some recube vig if Blue's first and/or second roll is weak—more than if the position were symmetrical.
