why there aren't standard ratings for backgammon players similar to chess ratings for grandmasters
Part of the reason is simple geography. Even for chess, there is not just a single rating system (USCF vs. FIDE). Similarly, in go, China, Japan, and Korea all have their own professional rating associations.
I think that the "noise" introduced by the dice is also a factor. Note that in the discussion about Giants, there has been a lot of talk about ER. In contrast, I haven't seen many comments along the lines of "X is better than Y because X has won 6 matches against Y and lost only 2." Because ratings are noisy, there is slightly less interest in them than in the chess world.
