What is the Fair Settlement here?

Bob is right; though perhaps some slack can be given here because of the circumstances (plane reservation and it being in the Last Chance) -- but arranged forfeits are generally strictly taboo. Any agreement between two parties in a tournament that has any impact on a third party (or more) in the tournament is forbidden -- there are side pool considerations, calcutta considerations, and pairing (strength of player) considerations.

I didn't even think to mention this earlier as my initial extremely negative reaction to someone reneging on an agreed upon deal overshadowed the other important considerations.

I hope you talked to Howard because I doubt he would have been otherwise very happy about the forfeit. There was an instance in Vegas 2-3-4 years ago when someone purposely threw a quarterfinal match for cash considerations (in the Championship Division I believe) to ensure the substantial side pool to the victor. The guy then won his semifinal match before the arrangement was discovered. Upon discovery he was DQ'd and his semifinal loser was advanced to the final. This is how I recall it happened.

Anyway, bad form all the way around. A forfeit and compounded by a reneged deal.
