Here we have a situation where TWO players are playing to the wrong match length. How could this happen? And, more importantly, how can we prevent it from happening in the future?

Penalties should be used only as a last resort. If this is a common problem, preferable solutions could be one or more of the following:

(1) Play all matches in all rounds to the same length.

(2) Make clear (and possibly frequent) announcements about the length of matches.

(3) Hand out score cards preprinted with the correct match length.

(4) Ask kibitzers to check that matches they are watching are being played to the correct length.

Prevention is better for everyone concerned.
