Does that mean that the US government will not now take action against any players or sites that do internet gambling until such time as rules go into force?

I am confused about this since the government has taken strong action against some sites and seemingly barred financial institutions from transfering funds between players and sites. I know that in some states you can open an account with an on-line site, so I dont understand how a state can ignore the Federal regulations in force up to now.

Would you clarify all this for us?
