I think you're right, but it's not such a slam-dunk.
Your strategy of running on 1st down is more of a 'don't lose' approach, but they were trying for a 'let's win now' approach. If those two passes were both complete instead of incomplete, they'd certainly have the right clock situation to continue to drive for the winning field goal. Running on 1st down would force overtime more often but win the game in regulation less often. The fact that the 2nd (3rd?) string quarterback was in the game probably points more towards the 'don't lose in regulation' approach.
