The only reason I can find for staying on the 21-point is that Blue is behind in the race, so "don't race".
Staying on the 21-point gives White options. With the right roll, point-on-head. Otherwise there are many decent plays. Jumping to the 16-point pressures White's blot on the 11-point, often forcing a hit from the midpoint (leaving shots) or forcing the safetying of the checker on White's 11-point when some other play would have been preferable (if not under pressure to safety).
13/8 isn't a very desirable five. There is already a builder on the 8-point. There are many places Blue would rather store this checker.
How will this game develop? Will Blue be able to make the 21-point? Keep it? Meanwhile there are quite a few decent 3's that play on Blue's homeside (making the barpoint).
Even with the race deficit, Blue appears to be better off playing a blocking/priming type of game. In order to do that he needs timing and new points (meaning good builder location) plus he needs to avoid being hemmed in himself.
