Kibitzing - Yes or No?

A lot depends on the rules being used. In money games, where we play legal moves, kibbitzers are encouraged to speak up. If we played legal moves in a tournament, this may be appropriate there as well. Since we don't play legal moves, certainly kibbitzers should not be allowed to talk.
Some times there are questions about what the dice were, what move was made, if the dice were cocked, etc. In these cases, I still believe kibbitzers should not say a word UNLESS both players request their input or a tournament director does.
Now, if a kibbitzer sees people playing to the wrong number of points, or he sees players breaking rules (by using aids, getting help, cheating, rolling or intentionally playing illegally, or acting in an unsportsmanlike manner) I believe spectators should immediately call the director.
