Kibitzing - Yes or No?

I believe your question is more about kibitzer comments regarding rules/improprieties than about general comments by kibitzers.

Personally and currently my feeling is that in general the only person a kibitzer should be allowed to talk to regarding these issues is the director. I say "in general" because I have made an exception to call to the attention of the players (directly, not via director) an incorrect score or an improper setup (e.g. doubling cube not returned to the center at the start of a new game). But technically that is contrary to the rules so I'd better know the players pretty darn well (i.e. know that they would want me to point this out) before I say something.

The problems I see allowing kibitzers to speak up is that they will make mistakes, either by speaking under conditions which aren't allowed, or by mis-seeing the situation and calling attention to a problem that is vapor. There are already enough egos involved (i.e. the two opponents). There are a certain class of people who will stroke their egos by trying to find problems in matches, to the point that they will find problems that don't exist (in the least) and even call attention to things that tip off one player or another to an oversight in strategy/tactics. The latter is even a bigger concern than simply the unnecessary disruption of concentration.
