"In my opinion, the player noticing an illegal play should immediately say "illegal" and then consider what to do. Once deciding, he should either say "condone" or "correct" and then hit his clock. If he said "condone", the opponent simply hits the clock again without doing anything."

Would the following tactic be legit?

There is an illegal play made and player A knows immediately that he will condone it. But he wants to get a pipcount. He says illegal, takes about 11 seconds to get it, says condone and hits his clock.
