Tournament Rules and Procedures announcements

Several recent threads have discussed situations where directors had made announcements that many people did not hear, or where directors might want to tell players of their special "harsher than standard" interpretations of rules, or remind them of relatively new official rules changes, etc.
It seems that there is no standard time for doing this at a tournament. Often some of these topics may be brought up at the Calcutta. But many players don't attend, or if they do, they may sit there chatting with their friends, walk in and out, etc. Because they don't know such announcements are planned and when.
In my opinion, there should be a set time on the tournament schedule, noted in the tournament brochure, for Rules and Procedures announcements. I recommend it being the same as the scheduled tournament start time, but the drawsheets are not posted until the announcements are finished. In this manner, everyone is on notice that important announcements may be made at this time, and if they later are ignorant, then they have no excuse. Penalties for missing these announcements are no different than being penalized for not showing up for a match at the posted time.
